The Energy Policy Act of 2005 (EPAct 2005) broadened and extended several existing goals and standards for reducing energy consumption in federal buildings, both existing and new. Specifically, Section 203 of EPAct 2005 mandated that, if economically and technically feasible, the federal government should consume renewable electric energy amounting to at least 7.5% of its total energy use from 2013 onwards. This goal was later revised and increased through a Presidential Memorandum on December 5, 2013, and an Executive Order on March 19, 2015. The latter order set progressive targets, ultimately requiring 30% renewable energy use by the federal government by fiscal year 2025. It also defined targets for the composition of renewable energy in the combined total of renewable electric and thermal energy used by each federal agency. However, these expanded targets were rescinded by Executive Order 13834, signed in May 2018, which rolled back the requirement to the original 7.5% renewable energy consumption target set for 2013 and subsequent years.
