Summary

The net metering program of Grays Harbor PUD stands out from the standard mandated by Washington state law in its approach to handling net excess generation (NEG). Unlike the state law, which permits utilities to take NEG from customers without any compensation, Grays Harbor PUD offers a reimbursement for NEG at 50% of its retail rate. Customers of Grays Harbor PUD have the option to accumulate NEG monthly. In cases where the NEG surpasses the utility’s service charge, the utility issues a reimbursement to the customer. If the NEG is less than the service charge, it gets credited to the customer’s account at the conclusion of the 12-month billing cycle on March 31. This approach by Grays Harbor PUD is a voluntary enhancement over state requirements, aimed at promoting the use of renewable energy systems by its customers.

Washington’s original net metering law, which applies to all electric utilities, was enacted in 1998 and amended in 2006. Individual systems are limited to 100 kilowatts (kW) in capacity. Net metering is available on a first-come, first-served basis until the cumulative generating capacity of net-metered systems equals 0.5% of the utility’s peak demand during 1996. At least one half of the utility’s 1996 peak demand available for net-metered systems is reserved for systems generating electricity using renewables.
